Lloyd Bannings, who spent three years exiled from Crossbell, returns to the town he grew up in to carry on the legacy of his brother and become a part of the Crossbell Police Department. On his arrival to find he's transferred to the Special Support Section, a department which is new and handles little-known requests and other odd tasks. His new team includes Elie MacDowell (granddaughter of the mayor); Randy Orlando (ex-soldier who has been a womanizer) as well as Tio Plato (young technological genius).
Lloyd and his coworkers continue their struggle for a better city, despite the fact that their department is ridiculed by media. While doing so, however they come into contact with the criminal corruption that has taken over their town. They don't realize how far the Shadows of Crossbell City reach...
